The city has some of the highest housing costs in the world. Big international companies and banks now aggressively recruit mainland Chinese instead of local residents, who speak Cantonese instead of the Mandarin used on the mainland and who often lack the connections to win deals and thrive there. At the same time, the government has resisted proposals to ease the culture of high-pressure testing, a source of much public dissatisfaction. Soaring prices and rents have squeezed middle-class families and younger residents in particular, fueling resentment against the mainland Chinese who have poured money into the market.
Government measures to limit speculation have not deterred those investors, many of whom are looking for a safe way to get their money out of the mainland. The underlying problem is limited supply. Land disputes have nearly halted plans to build big residential areas in the rural sections of northern Hong Kong. Under a policy dating from the colonial era, families in traditional villages there are awarded long-term grants of land, producing suburban sprawl and making it difficult to put together a large parcel for development.
The government could force families to sell but is worried about setting off protests, in part because the leaders of those communities have generally supported Beijing. Efforts to rezone the fringes of country parks for apartment buildings have been blocked by environmentalists, while the government has been leery of the cost of controversial proposals by developers to subsidize land reclamation and build thousands of acres of artificial islands. Lawsuits by neighborhoods and environmental groups have delayed a range of infrastructure projects that require much less land than housing developments.

China’s high-speed railways have finally reached Hong Kong
The House of Representatives standing committee on infrastructure, transport and cities this month launched an inquiry into transport connectivity and economic activity, with a particular focus on how value capture mechanisms can be used to deliver transport projects. The topic was again thrown into the spotlight this week with the announcement that a Special Infrastructure Contribution, which is essentially a levy on developers, would be used to partially fund the construction of 10, new homes and a railway station at Waterloo in inner Sydney.
The potential catch of the Special Infrastructure Contribution is that it is a one-off payment so, unlike MTR’s property developments, would not provide an ongoing revenue stream to maintain the rail ways. MTR AECOM’s infrastructure advisory technical director Joe Langley said cash-strapped governments had realised they needed to find more innovative ways to pay for public transport because they were running out of options.
It is not a matter of selecting a single method to apply to all projects. Different “value capture” models, and sometimes more than one, are suited to different road and rail works.
Mar 22, · Speed dating in Hong Kong is a pleasure. The single ladies you meet are beautiful, educated and they don’t join such an event because they couldn’t find someone on Tinder. They are here because they want a relationship.
The operator of Hong Kong’s metro system wants to strengthen its grip on Australia’s rail network, eyeing opportunities to build and run new lines in Sydney and Melbourne. MTR MTR Corporation, which runs Melbourne’s Metro and will run Sydney’s first private commuter railway the Sydney Metro Northwest, is also looking to export its business model, where property development near and above train stations funds the construction of new lines. Chief executive Lincoln Leong said Australia was a critical market for the company, which is 76 per cent owned by the Hong Kong government, and it sought “end to end” work where it built, operated and maintained rail lines.
The company turns billions of dollars in profit and funds the construction and maintenance of rail lines by building and managing thousands of high rise apartments and shopping malls near or above train stations. The centre tries to solve all incidents in under two minutes. The rail-plus-property model is a form of “value capture” — a broad term for a finance model that works to capture the windfall gain in land value that property owners experience when public infrastructure is built nearby.

Although I’d never been to one, and didn’t know anyone who actually had, the whole concept sounded so contrived and artificial, it couldn’t possibly result in anything but an awful evening and hopefully a hilarious story. As I walked in and scanned the room, my hopes didn’t exactly soar. Once the event started, the ladies were instructed to have a seat at a table with a number at it, and the gentlemen would rotate every five minutes. As the first gentleman took a seat at my table, the conversation began instantly and I might as well have been casually approached by a guy at a wine bar.
The five-minute intervals came and went, punctuated somewhat awkwardly by the whistle, which was alternately received as a surprise or a relief. While I wasn’t exactly feeling everyone I was talking to, I wasn’t having a bad time. In fact, at moments, it was even fun. Walking home later, I surprisingly felt like the night was a success. The five-minute nuggets of conversation were perfect.
Long enough to determine if you want to go out on a real date with someone, and short enough to exchange standard pleasantries with people you hope to never have to see again. There was no awkward exchanging of numbers, worrying if he just got your number to be polite, or wondering how long it will be before he texts. You simply put in a “yes” and “no” online, and you get your matches 24 hours later.
